It seems California is one of the lowest tax state in unemployment insurance taxable wage. Jon (2010) reports in this article from the LA Times that California have a taxable wage base of only the first $7,000 while most other states is based on $12,000 to $37,300. In addition, it also has a lower tax rate than most states. So there isn't enough reserves to provide unemployment benefits during a deep recession.
